Can I benefit from housing assistance with the 2026 APL reform?

Since 1 July 2026, the rules governing access to housing benefits have changed for some international students. Here are the key points to know:

Lodgis properties are not government-approved (conventionné). They are therefore not eligible for APL housing benefit, regardless of your nationality. For any questions about your personal situation, contact your local CAF.
Students from outside the EU/EEA/Switzerland without a CROUS means-tested grant can no longer receive housing benefit as of 1 July 2026, under Article 67 of the 2026 Finance Act. Nationals of European Union countries, the EEA and Switzerland are not affected by this restriction.
Exceptions apply. You retain your rights if you hold a means-tested CROUS grant, are in regular paid employment, or are on an apprenticeship or work-study contract.
Alternative support remains available. The Visale guarantee (Action Logement) allows you to rent without a guarantor based in France. CROUS emergency grants, regional schemes and the ALS (Allocation de Logement Sociale) may also apply depending on your situation.
