During the summer of 2024, the Olympic and Paralympic Games will take place in Paris and many French cities such as Lyon, Bordeaux, Lille, Nantes, Marseille, and more. This historic event will attract a multitude of potential renters looking for accommodation during the Olympic period (organizers, employees and volunteers, sponsors and partners, journalists and media, athletes and their entourage, visitors, etc.).

If you are one of these property owners considering renting your property during this period, whether on Airbnb or other platforms, here is everything you need to know to rent out your property in a calm and optimal manner.

Furnished Rentals During the Paris Olympics: What You Need to Know Before Getting Started

For Renting an Investment Property or Your Second Home

If your property is a second home or an apartment acquired for furnished renting without residing in it, you can rent it out through a seasonal lease (or a second home lease).

Depending on the city where your property is located (check with the City Hall), you will need to complete mandatory steps before renting out your furnished property:

If you meet these mandatory conditions, you can rent out your property for short durations repeatedly throughout the duration of the Olympic and Paralympic Games.

Otherwise, you can rent out your property only once during the Olympic period. Renting Out Your Primary Residence

If you live in a city, district, or area where major Olympic events are taking place (e.g., athletics and swimming in Saint Denis, fencing at the Grand Palais in Paris 7, equestrian events at the Palace of Versailles, skateboarding and BMX at Place de la Concorde in Paris 8, judo at Champ de Mars in Paris 7, handball in Lille, football in Nantes, Lyon, etc.), you can consider renting out your apartment on platforms such as Airbnb, Booking, or Abritel to supplement your income and finance your vacations, for example.

You can rent out your primary residence without administrative authorization for a maximum of 120 days per calendar year. However, be careful not to rent out your property too much at other times of the year to avoid exceeding this limit during the Olympics.
Note that this 120-day limit per year does not apply if you rent out a room in your own apartment or house.

Seasonal Subletting

You may be tempted to sublet your furnished apartment to take advantage of the influx of tourists in Paris or other cities in France and thus make your property profitable during your own vacations.

Before starting the subletting process, you must inform your landlord and obtain their consent. The agreement must be in writing (especially in case of disputes) and specify the subletting and its price, which must not exceed the monthly rent amount. You will also need to provide the subtenant with the landlord's written authorization and a copy of the current lease.

Note that subletting is prohibited in social housing.

What to do in case of fraudulent subletting?
If you discover that your tenant is subletting your property without your consent, have the fraudulent subletting confirmed by a judicial officer (e.g., a bailiff). A simple screenshot of a rental listing is not sufficient as evidence. This evidence may potentially allow you to request the termination of the lease, the reimbursement of amounts received by the tenant, as well as damages and compensation.

What Are the Steps to Renting a Furnished Apartment During the 2024 Paris Olympics?

Generally, to offer your furnished apartment for tourist rental in France, five essential steps are required:

1/ Check the Condominium Regulations

Make sure there is no clause prohibiting furnished rentals in the condominium regulations of your building, especially if it is exclusively residential.

2/ Declaration to the City Hall

As the owner of a furnished property, you must make a declaration to the City Hall where your property is located. Some cities require this declaration, even if your property is your primary residence. This will provide you with a registration number, which is necessary to list your property on various short-term furnished rental platforms.

3/ Obtain Change of Use Authorization

If you plan to regularly conclude seasonal leases, change of use authorization is required in certain cities with more than 200,000 inhabitants and certain departments. This authorization is not required if your property is your primary residence.

4/ Registration with the INPI

If you are starting a furnished rental activity, you must declare the start of your activity on the website of the single portal of the National Institute of Industrial Property (INPI) to obtain a SIRET number corresponding to your status as a non-professional furnished lessor (LMNP) or professional (LMP).

5/ Declaration of Rental Income to the Tax Authorities

Rental income from furnished rentals is taxable as industrial and commercial profits (BIC), whether you are an LMNP or LMP. You can choose between the "micro-BIC" tax regime or the simplified actual regime, depending on your income and expenses. If you opt for the simplified actual regime, you will need to submit a tax return to the tax authorities.

Note: to rent out your furnished property for traditional furnished rentals, steps 2 and 3 are not necessary. You can then rent out your property for a "short" duration only once a year, especially during the Olympic period. For the rest of the year, you can rent it out through the Mobility Lease (for periods ranging from 1 to 10 months) or to companies needing temporary housing for their employees.
